On February 21, the “Opinions of the CPC Central Committee and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas,” commonly known as the No. 1 Central Document of 2021, was released. This marks the 18th No. 1 Central Document issued since the beginning of the 21st century to guide work related to agriculture, rural areas, and farmers.
The document consists of five sections, namely: overall requirements; effectively linking the consolidation and expansion of poverty-alleviation achievements with rural revitalization; accelerating agricultural modernization; vigorously implementing rural development initiatives; and strengthening the Party’s comprehensive leadership over “agriculture, rural areas, and farmers” work.
The document states that the 14th Five-Year Plan period marks the first five-year span in which China will build on its momentum to embark on a new journey toward fully building a modern socialist country and advance toward the second centenary goal. For the nation to achieve rejuvenation, the countryside must be revitalized. The Party Central Committee holds that, in this new stage of development, work related to agriculture, rural areas, and farmers remains of paramount importance; it must not be relaxed for even a moment and must be pursued with utmost diligence and effectiveness. We must continue to regard addressing the “three rural issues” as the top priority of the Party’s work, make the comprehensive promotion of rural revitalization a major task in realizing the great rejuvenation of the Chinese nation, and mobilize the entire Party and society to accelerate the modernization of agriculture and rural areas, so that the broad masses of farmers may enjoy an even better life.
The document stipulates that rural development must be given a prominent place in the cause of socialist modernization, with comprehensive efforts to revitalize rural industries, talent, culture, ecology, and governance. It calls for fully leveraging agriculture’s roles as a provider of food and other agricultural products, an ecological barrier, and a guardian of cultural heritage, while following the path of rural revitalization with Chinese characteristics. The goal is to accelerate the modernization of agriculture and rural areas, foster a new type of relationship between industry and agriculture, urban and rural areas—one marked by mutual promotion, complementary development, coordinated progress, and shared prosperity—and to promote high-quality, efficient agriculture, livable and business‑friendly rural communities, and prosperous, well‑off farmers.
An official from the Office of the Central Rural Work Leading Group stated that, through more robust measures and by pooling greater resources, they will accelerate the modernization of agriculture and rural areas, thereby providing strong support for making a solid start and gaining momentum in the comprehensive building of a modern socialist country.
In the inaugural year of the 14th Five-Year Plan, what concrete measures does the document propose to comprehensively advance rural revitalization and accelerate the modernization of agriculture and rural areas? See the chart below:
