People’s Daily — During his supervisory inspections in Tai’an and Binzhou, Liu Jiayi emphasized seizing opportunities and taking proactive measures, while coordinating efforts to ensure effective epidemic prevention and control, spring farming, and the resumption of work and production.

From March 4 to 5, Liu Jiayi, Secretary of the Provincial Party Committee and head of the Provincial Leading Group for COVID‑19 Response, visited Tai’an and Binzhou to conduct supervisory inspections on epidemic prevention and control efforts and on economic and social development. He emphasized the need to thoroughly study and implement the important instructions of General Secretary Xi Jinping on coordinating epidemic prevention and control with economic and social development, seize opportunities, take proactive measures, strengthen and effectively carry out epidemic control, and achieve greater results in both pandemic response and socio‑economic progress.

At present, we are in the critical period of spring farming, with tight time constraints. Liu Jiayi visited the Jinfeng Grain Professional Cooperative in Feicheng City, inspected the growth of wheat seedlings and soil moisture conditions, and inquired in detail about superior variety selection and breeding, field management, pest and disease control, and the cooperative’s operations. At Shandong Nongda Fertilizer Technology Co., Ltd., he gained a thorough understanding of product R&D, production, and sales, as well as epidemic prevention measures and employees’ working and living conditions, stressing the need to maintain strict epidemic controls while maximizing production capacity to meet the fertilizer demands of spring farming. At Yiliyuan Halal Meat Co., Ltd., he observed the entire process of beef cattle slaughter, processing, and packaging, reviewed preventive measures at every stage—including employee meals, accommodation, and transportation—and urged the company to continuously improve product quality so that high‑quality beef can reach households across the country. In the Zhangxiaotang Yellow River Irrigation District of Binzhou City, he listened to reports on agricultural production and water‑conservancy project construction. Liu Jiayi emphasized the importance of ensuring robust spring agricultural production, accelerating the resumption of work and production at agro‑input enterprises, strengthening prevention and control of major pests, diseases, and animal epidemics, and safeguarding a bumper summer grain harvest and overall agricultural security. He also called for speeding up the construction of major water‑conservancy projects, reinforcing ecological protection in the Yellow River Basin, and adhering to intensive, efficient water use, thereby building a solid ecological barrier for high‑quality development.

Liu Jiayi expressed deep concern about the resumption of work and production at enterprises. He visited Tai’an Longtai Metal Products Co., Ltd., a Hong Kong‑invested company, to learn about recent changes in orders, worker reemployment, and corporate liquidity, and to inquire about any remaining challenges. At Yangxin County Changwei Electronics Co., Ltd., a Taiwan‑invested enterprise, he inspected the manufacturing process for discrete semiconductor devices used in automobiles, reviewed the status of resuming operations, and encouraged the company to seize the opportunity of an early restart, ramp up production, and achieve stronger growth. At Shandong Wanshida Construction Steel Products Co., Ltd., he examined the production of epidemic‑prevention supplies such as purification panels and assessed developments in the construction industry’s industrial internet, urging the company to bolster its confidence and swiftly resume full operations while reaching planned output levels. Liu Jiayi also went to the Binzhou Bohai Advanced Technology Research Institute and the construction site of the Weiqiao Guoke (Binzhou) Science and Technology Park, where he heard a briefing on the institute’s overall progress, inspected the construction schedule, and instructed project leaders to ensure that epidemic prevention measures and production activities are pursued in parallel without compromising either.

Liu Jiayi pointed out that, at present, although our province has made phased and positive progress in epidemic prevention and control, we must remain vigilant at this critical juncture and never let our guard down. We must adhere to the important instructions of General Secretary Xi Jinping and the decisions and arrangements of the CPC Central Committee, implement differentiated, tiered, and targeted prevention and control measures, and continue to rigorously and meticulously carry out all relevant measures. We should seize the golden opportunity presented by spring production, enhance the efficiency of enterprises’ resumption of work and production, and strive to minimize the losses caused by the epidemic. We must continuously strengthen support for foreign-invested enterprises, foster a better business environment, actively promote their resumption of operations, and consolidate and elevate our province’s level of opening-up and development. Party members and cadres at all levels, especially leading officials, must cultivate a strong sense of responsibility and urgency, take proactive action, work with full commitment, and help resolve the difficulties faced by enterprises in resuming work and production, thereby demonstrating their sense of duty and capability in the major battle and test of coordinating epidemic prevention and control with economic and social development.
