The Ministry of Agriculture will strengthen policy support to promote the widespread use of organic fertilizers.

BEIJING, June 14 (Xinhua) — By reporters Hu Lu and Dong Jun: On the 14th, Yu Kangzhen, Vice Minister of Agriculture, stated that promoting the use of organic fertilizers is a key measure for advancing the resource‑based utilization of livestock and poultry manure. The Ministry of Agriculture will implement an agricultural subsidy policy oriented toward green and ecological sustainability and, through government procurement of services, support social service organizations in providing services such as the production, transportation, and application of organic fertilizers, while encouraging and guiding increased application of organic fertilizers.

Yu Kangzhen made the above remarks at a press conference held by the Ministry of Agriculture on the 14th to brief the media on the State Council General Office’s opinions regarding accelerating the resource‑based utilization of livestock and poultry breeding waste.

Yu Kangzhen explained that, amid the rapid advancement of industrialization and urbanization and rising labor costs in rural areas, farmers have grown accustomed to using time- and labor-saving chemical fertilizers and are reluctant to adopt organic fertilizers, which are more labor-intensive and time-consuming. Moreover, the specialized development of crop cultivation and animal husbandry has led to a growing separation and fragmentation between the two sectors, hindering the smooth circulation of nutrients between them. At present, on the one hand, China’s arable land is experiencing a marked decline in organic matter, creating an urgent need for large quantities of organic fertilizer to improve soil quality; on the other hand, the substantial amounts of livestock and poultry manure generated by large-scale farming are not being effectively utilized and are even contributing to environmental pollution.

In addition to strengthening policy support, the Ministry of Agriculture will, in the next phase, launch joint research initiatives to address key challenges in the production, accumulation, and application of organic fertilizers. It will integrate a suite of critical technologies for converting livestock and poultry manure into fertilizer and for applying organic fertilizers, and develop a set of technical specifications and standards for harmless treatment, composting, and returning compost to the field, thereby guiding farmers in effectively implementing these practices. Furthermore, the ministry will prioritize supporting large-scale farmers, agricultural cooperatives, leading enterprises, and other new types of business entities in adopting organic fertilizers, concentrating resources on establishing a number of high‑profile demonstration sites to drive the wider adoption and application of organic fertilizers. At the same time, it will encourage all sectors of society to actively participate in the development and utilization of organic fertilizer resources, with a particular focus on livestock and poultry manure.
