A notice has been issued on launching a pilot program to innovate models for high-standard farmland construction within the framework of comprehensive agricultural development.
On June 22, 2016, the Ministry of Finance issued the “Notice on Launching Pilot Projects for Innovative Models in High-Standard Farmland Construction under Comprehensive Agricultural Development.” The notice stipulates that by 2020, at least 800 million mu—and ideally 1 billion mu—of contiguous, drought- and flood‑resilient, high‑yielding, and environmentally friendly high‑standard farmland will be developed. Through three years of pilot initiatives, a new model for high‑standard farmland construction will be established, characterized by appropriately scaled operations, diversified forms, complete industrial chains, diverse business formats, close links to farmers’ interests, and deep integration among the primary, secondary, and tertiary sectors. This will significantly enhance the comprehensive agricultural benefits and competitiveness of project areas, sustainably increase farmers’ incomes, and markedly boost rural vitality, turning these regions into pioneering zones and demonstration areas for modern agricultural development. Pilot Scope: In 2016, the pilot program was first launched in ten provinces, autonomous regions, and municipalities directly under the central government—Hebei, Jilin, Anhui, Shandong, Henan, Hunan, Sichuan, Chongqing, Yunnan, and Ningxia. Other provinces, autonomous regions, municipalities directly under the central government, cities separately listed in the national plan, the Xinjiang Production and Construction Corps, the Heilongjiang Provincial Land Reclamation Bureau, and the Guangdong Provincial Land Reclamation Bureau (hereinafter collectively referred to as “provinces”) may, based on their local conditions, independently decide whether to undertake the innovative pilot projects.
