The CPC Central Committee and the State Council have issued the “National Strategy Outline for Innovation-Driven Development.”
On May 19, 2016, the CPC Central Committee and the State Council issued the Outline for the National Innovation‑Driven Development Strategy. The Outline calls for the development of modern agricultural technologies that are ecological, green, efficient, and safe, with the aim of ensuring food security and food safety. It emphasizes strengthening research and development in plant and animal breeding as well as high‑end agricultural equipment; scaling up the application of technologies such as high‑yield grain production and the improvement of medium‑ and low‑yield farmland; and advancing R&D in water‑saving agriculture, circular agriculture, organic agriculture, and biofertilizers. The Outline also seeks to develop standardized, large‑scale modern livestock‑raising techniques, thereby promoting quality and efficiency improvements and sustainable development in agriculture. Furthermore, it advocates the widespread adoption of low‑cost technologies and models for controlling non‑point source pollution and heavy‑metal contamination in agriculture, while advancing whole‑chain food‑safety assurance, quality‑and‑safety control, and traceability technologies. The goal is to establish a comprehensive food‑safety technology system covering safe environments, clean production, and eco‑friendly storage and logistics. Finally, the Outline aims to promote the integration of agriculture with the primary, secondary, and tertiary industries, facilitating a transition toward value addition across the entire supply chain and brand‑driven development.
