The corn adjustment pilot program has been expanded to 100 counties.
On May 5, 2016, the News Office of the Ministry of Agriculture held a special press conference on agricultural structural adjustment. Vice Minister Yu Xinrong presented an overview of efforts to advance this reform, and, together with Zeng Yande, Director-General of the Department of Crop Production; Ma Youxiang, Director-General of the Department of Animal Husbandry; and Zhao Xingwu, Director-General of the Fisheries and Fishery Administration Bureau, fielded questions from reporters. The conference announced that the pilot program for converting grain production to feed crops would be expanded to cover the entire “Sickle Bend” region and the major corn-producing areas of the Huang-Huai-Hai Plain, with the number of pilot counties increasing from 30 to 100. In coordination with the Ministry of Finance, the Ministry of Agriculture has allocated 3.25 billion yuan to support adjustments in the corn sector, with priority given to subsidies for promoting grain-to-feed conversion and grain–legume rotation, and funds were disbursed to localities prior to spring planting. Meanwhile, the three northeastern provinces and the Inner Mongolia Autonomous Region have shifted their temporary corn procurement policy to a new mechanism combining market-based purchasing with subsidies; however, specific details regarding subsidy arrangements for the Huang-Huai-Hai region remain unclear.
