Notice on the Issuance of the National Plan for Adjusting the Structure of the Planting Industry (2016–2020)

On April 28, 2016, the Ministry of Agriculture issued the “Notice on the Issuance of the National Plan for Adjusting the Structure of the Planting Industry (2016–2020).” The notice set forth the objectives of the structural adjustment in the planting sector, which are primarily summarized as “two safeguards, three stabilizations, and two coordinations.”

“Two Guarantees” refers to ensuring food security and grain self-sufficiency. By 2020, the total area under grain cultivation was stabilized at approximately 1.65 billion mu, with the acreage devoted to rice and wheat—key staple crops—remaining steady at 800 million mu, and the overall grain‑producing area held at around 1.4 billion mu.

“Three stabilizations” refer to maintaining stable self-sufficiency levels for cotton, edible vegetable oil, and sugar. By 2020, the goal is to keep cotton acreage around 50 million mu, oilseed acreage around 200 million mu, and sugar‑cane/sugar beet acreage around 24 million mu.

“Two coordinations” refer to the coordinated development of vegetable production and demand, as well as the coordinated development of forage production and livestock farming. By 2020, the area under vegetable cultivation will be stabilized at around 320 million mu, while the area dedicated to forage crops will reach 95 million mu. The priorities for adjustment also vary depending on the crop‑variety structure and regional layout.
