Release Date:

2016-02-03

On February 3, 2016, the Ministry of Agriculture issued the “Key Work Priorities for the Crop Production Sector in 2016.” The document identified 24 priority tasks across seven key areas for crop production in 2016.

I. Stabilizing grain production and development. Maintain the acreage of wheat and rice, strengthen technical guidance and services, promote science-based disaster prevention and mitigation, enhance pest and disease monitoring and control, and ensure that grain‑producing areas remain broadly stable.

II. Adjust and optimize the cropping structure. Implement the plan for restructuring the crop sector and fulfill the requirements set forth in the Ministry of Agriculture’s “Guiding Opinions on Corn Structure Adjustment in the ‘Sickle Bend’ Region.” Launch pilot programs for crop rotation and fallow systems, and steadily advance the development of the potato industry.

III. Implement the strategy of ensuring food security through land conservation. Accelerate the delineation of permanent basic farmland, rigorously carry out quality inspection and assessment of newly reclaimed farmland, and strictly regulate the management of agricultural land used for facilities. Deeply advance initiatives to protect and enhance farmland quality, continue piloting the protection and sustainable use of black soils in Northeast China and the comprehensive remediation of heavy-metal‑contaminated areas in Hunan, and expedite the establishment of a farmland quality monitoring system.

IV. Implement the strategy of ensuring food security through technological innovation. Accelerate advances in seed‑industry science and technology, vigorously promote the development of green, high‑yield, and efficient grain production, and upgrade efforts to refine green yield‑enhancement models. Enhance the level of informationization in crop cultivation.

V. Promoting quality improvement and efficiency gains. Accelerate the dissemination of new cotton, oilseed, and sugar varieties that are high-yielding, high-quality, multi-resistant, and well-suited for mechanized operations. Advance the establishment of standardized orchard and horticultural crop demonstration sites, and vigorously implement the “Three‑Product” upgrading initiative for horticultural crops. Strengthen the fruit and tea industries to boost farmers’ incomes and support poverty alleviation efforts. Foster the stable development of vegetable production.

VI. Promote the reduction and increased efficiency of fertilizer and pesticide use. Deeply implement the initiative to achieve zero growth in the application of fertilizers and pesticides, develop water-saving agriculture, and ensure sustainable development.

VII. Promote law-based administration. Ensure the effective implementation of the newly revised Regulations on the Administration of Pesticides. Advance law-based governance, strengthen market oversight of agricultural inputs such as fertilizers and pesticides, and safeguard farmers’ interests.
