China Economic Net – Electricity prices cut; preferential electricity rates for fertilizers abolished.

Release Date:

2015-11-10

Reduce business costs, stabilize market expectations, and boost economic growth.

With the approval of the State Council, it has been decided that, effective April 20, the national on-grid electricity tariff for coal-fired power will be reduced by approximately 2 cents per kilowatt-hour, and the electricity tariff for industrial and commercial users will be lowered by about 1.8 cents per kilowatt-hour, in order to cut business costs, stabilize market expectations, and boost economic growth.

According to reports, during this round of electricity tariff adjustments, China will fully implement equal pricing for industrial and commercial electricity use, resolving the longstanding issue of disparate rates in Jiangxi, Guizhou, and Xinjiang. With the exception of Tibet, equal pricing for industrial and commercial electricity will be achieved nationwide, further boosting the development of the service sector. Residential and agricultural electricity prices will, in principle, remain stable, while cross-subsidies among electricity users will be appropriately reduced. Preferential tariffs for fertilizer production will be gradually phased out, with such electricity billed at the same rate as industrial and commercial users within the same consumption category; in regions where the preferential margin is particularly large, the transition will be implemented in two stages, with all such discounts abolished effective April 20, 2016.
