How significant is the impact of the closely‑timed environmental inspection on Nongda Fertilizer Industry?

Release Date:

2017-02-27

Operating safely and in an environmentally responsible manner is the bottom line of a company’s production and business activities.

In just the first two months of 2017, media outlets have repeatedly reported on environmental inspection campaigns. Are these reports alarmist, or are they grounded in fact? And what impact will these inspections have on Nongda Fertilizer Industry? Let’s take a closer look.

I. Background of This Environmental Inspection

First, the “G20 blue” of 2016 and the environmental‑protection wave in the fourth quarter have remained a persistent source of pain for countless real‑economy business owners. With factories forced to suspend or curtail production multiple times—without receiving a single penny in financial compensation or tax relief—the capacity of private enterprises has already been pushed to its limit.

Secondly, 2017 was a year of major summits in China, with the real economy facing a series of high‑profile events: the Two Sessions in March, the Belt and Road Forum in May, the BRICS Summit in September, and, as has become customary in recent years, the smog‑related conference in the fourth quarter.

Accordingly, the most stringent environmental inspection campaign in history since 2017 is now imperative.

II. In 2017, did the high‑profile environmental inspection have a positive or negative impact on Nongda Fertilizer Industry?

First, the recent environmental inspection in Shandong Province has focused on Jinan and Dezhou. Reportedly, chemical enterprises in these areas have already begun shutting down or undergoing rectification. As for the Tai’an region, no corresponding measures have been taken so far, meaning that the broader external environment is likely to be favorable for Nongda Fertilizer Industry.

Second, from the perspective of Nongda Fertilizer itself, the recirculating‑water project launched in 2016 has now reached a mature stage, effectively addressing the issue of domestic wastewater discharge. In 2016, the Production Center simultaneously upgraded and renovated the dust‑collection systems in several compound‑fertilizer workshops, thereby largely resolving gaseous emissions. However, we must also recognize that, with the onset of hot, humid weather, significant quantities of raw materials are stockpiled on site; if these cannot be promptly processed, they may result in uncontrolled gaseous emissions, triggering complaints from nearby communities. Therefore, the immediate priority is for the Property Management Department to swiftly conduct an inventory of storage areas and ensure proper, orderly stacking; meanwhile, the Marketing Center should implement proactive promotional measures to reduce inventory levels, striving to resolve the problem of open‑air raw‑material storage on the premises.

In the face of an increasingly stringent environmental regulatory landscape, only by ensuring active cooperation from all stakeholders in supporting the company’s environmental initiatives—thereby preventing unnecessary environmental complaints and turning adverse conditions into favorable ones—can we guarantee the smooth and stable continuation of production in 2017 and enable the company to achieve new performance milestones.
