The provincial fertilizer work conference was held in Linyi, where a new leadership team was elected.

On-site report from China New‑Type Fertilizer Network: On March 22, the seventh members’ congress of the Shandong Province Fertilizer Industry Association and the province‑wide fertilizer work conference were held in Linyi, Shandong. The meeting was convened to earnestly respond to the national call, accelerate the conversion of old and new growth drivers, and achieve new goals for high‑quality development of the industry.
At the conference, the congratulatory address delivered by Xing Hongrui, Director of the Provincial Administration of Social Organizations, was first read aloud. During the proceedings, all members of the association heard and deliberated on the report of the Sixth Supervisory Board, adopted by vote the reports of both the Supervisory and Executive Boards, and reviewed and considered the explanatory note on the proposed amendments to the Articles of Association of the Shandong Fertilizer Industry Association, subsequently approving the amendment to the Articles of Association.

At the meeting, Yang Chunsheng, Senior Advisor to the Shandong Fertilizer Industry Association, delivered a report titled “Accelerating the Transition from Old to New Growth Drivers to Achieve New Goals for High-Quality Development in the Fertilizer Industry.” In his presentation, Mr. Yang began with a concise overview of how to expedite this transition and attain the new objectives of high-quality development in the fertilizer sector.
Yang Chunsheng pointed out that the fertilizer industry has reached a historic turning point, with structural adjustments having passed their most challenging phase and achieving new breakthroughs. Although, for now, a broad market recovery will still take time, from a global perspective the sector is already at the cyclical bottom; with continued effort over the next one to two years, it may well usher in a relatively favorable market environment.
At a time when the economy is undergoing a shift in growth models and structural adjustment, the fertilizer industry must complete the transition from old to new drivers of growth to achieve high-quality development. First and foremost, it must expand the functional scope of fertilizers and accelerate the research, development, and application of next-generation formulations. For many years, China’s agricultural sector has relied heavily on urea, ammonium phosphate, and potassium chloride; however, today the landscape has changed. Farmers’ demands for fertilizers are becoming increasingly scientific, convenient, personalized, and precise. To realize high‑quality growth in the fertilizer industry, it is essential to strengthen efforts to phase out excess capacity while simultaneously speeding up the deployment of a range of innovative technologies that enhance efficiency.
Secondly, we must broaden the applications of raw materials—develop integrated syngas co‑production, upgrade our production model, advance the construction of smart factories, expand our areas of growth, and take steps toward internationalizing the enterprise.
Finally, Yang Chunsheng urged fertilizer enterprises to carry forward the glorious traditions of the fertilizer industry, remain true to their original aspirations, accelerate the transition from old to new growth drivers, adopt scientific planning and innovative thinking, adapt to the evolving landscape, seize emerging opportunities, and, on the path of high-quality development, continue to achieve new milestones in realizing the development goals set forth at the 19th National Congress of the Communist Party of China and by the provincial Party committee and provincial government.

Xie Haisu, Secretary-General of the Shandong Fertilizer Industry Association, stated in the “Work Report of the Sixth Council of the Shandong Fertilizer Industry Association” that since its establishment in January 2015, all member units have remained united, focusing closely on supply-side structural reform in the industry, promoting industrial upgrading, and implementing the various tasks outlined in the 13th Five-Year Plan. With firm confidence and a commitment to innovative development, the industry has achieved new and significant accomplishments.
The healthy development of the industry requires robust information sharing and communication. To this end, the association actively organizes industry‑wide events, fosters greater collaboration among provincial-level industry associations, and strengthens exchanges among member organizations, thereby continuously enhancing the association’s influence.
Meanwhile, as government functions have evolved, the association has assumed the critical responsibility of taking over functions transferred from the government, serving as a vital bridge between the government and enterprises. During this period, the association has undertaken the drafting of local standards; prepared the 13th Five-Year Plan; participated in the compilation of the “Shandong Province Coal Chemical Industry Technology Development White Paper”; convened a symposium on promoting fertilizer exports; held a provincial-level symposium to analyze fertilizer price trends; and launched initiatives to build an integrity system and establish a product‑quality traceability framework for the fertilizer industry, among other efforts.
In addition, the association leverages its website, ensures the timely publication of the “Shandong Fertilizer Information” newsletter, and actively participates in various activities organized by the Provincial Administration of Social Organizations.
At the conclusion of his report, Xie Haisu stated that China has entered a new era, and the country’s industrial sector has likewise embarked on a new stage of development. This new phase will place higher demands on the Association’s work, with its Board of Directors assuming an ever‑greater array of responsibilities. He expressed confidence that the newly elected Board will continue to serve as a strong bastion of unity and action, uphold time‑honored traditions, redouble its efforts, and work together with all members to fulfill the tasks set forth at the 19th National Congress of the Communist Party of China and to propel the industry toward a new leap forward.

In addition, the conference elected, by secret ballot, the seventh council and supervisory board, as well as the new leadership team of the Shandong Fertilizer Industry Association.

This conference also received strong support from China New‑Type Fertilizer Network and the China Agricultural Inputs WeChat platform, both under the umbrella of Chinese‑language media. It is reported that Zhang Jincheng, Party Secretary and Chairman of Luxi Group, has been elected as the president of the new term of the association.
