Actively support the development of the humic acid industry and the demonstration and promotion of humic acid fertilizers.

In its response to Proposal No. 4580 submitted during the First Session of the 13th National People’s Congress, the Ministry of Agriculture and Rural Affairs stated that it will, in coordination with relevant departments, actively support the development of the humic acid industry and the demonstration and promotion of humic acid‑based fertilizers. Specifically: First, it will bolster industrial development by providing appropriate policy support for humic acid and cellulose industries that utilize straw as a raw material, in tandem with efforts to promote the comprehensive utilization of agricultural residues. Second, it will carry out pilot projects and demonstrations, integrating them with trials on black soil protection and utilization and on the comprehensive use of straw, to test and showcase new products and technologies, including humic acid‑based organic fertilizers. Third, it will strengthen guidance and technical services, offering expert advice to facilitate the dissemination of technologies and the wider uptake of best practices in the comprehensive utilization of straw. Moving forward, the Ministry of Agriculture and Rural Affairs, in collaboration with relevant agencies, will undertake the following measures: First, it will intensify research into underlying mechanisms, clarifying the functional principles and application efficacy of humic acid. Second, it will advance product innovation by encouraging humic acid and cellulose producers to develop new, high‑efficiency humic acid fertilizers. Third, it will accelerate technology transfer by conducting region‑ and crop‑specific field trials and demonstrations of humic acid‑based fertilization, formulating a suite of practical application protocols, and promoting their adoption tailored to local conditions. At the same time, building on an assessment of existing policies, the Ministry will refine fiscal subsidy schemes designed to incentivize the production and use of organic fertilizers, further enhancing support to foster the sound and sustainable growth of the organic fertilizer sector.
