On December 14, 2007, the State Administration for Quality Supervision and Inspection held the 2007 National Exemption‑from‑Inspection Product Certification Ceremony at the Great Hall of the People in Beijing. The “Nongda,” “Nongyou,” “Luzhong,” and “Daxueshi” series of fertilizer products manufactured by Shandong Nongda Fertilizer Technology Co., Ltd. were awarded the title of “National Exemption‑from‑Inspection Products.” This honor follows the company’s earlier recognition of the “Nongda” trademark as a “Well‑Known Trademark in China.” At the ceremony, Pu Changcheng, Deputy Director of the State Administration for Quality Supervision and Inspection, read out the “Notice on the Announcement of 2007 National Exemption‑from‑Inspection Products and Producing Enterprises.” Vice Chairwoman of the Standing Committee of the National People’s Congress, Gu Xiulian, along with Director Li Changjiang of the State Administration for Quality Supervision and Inspection and other leading officials, presented exemption‑from‑inspection plaques to the first batch of enterprises nationwide to receive this qualification. The national exemption‑from‑inspection product selection is one of the state’s reward mechanisms for enterprises and products that demonstrate consistently high quality, and it also forms part of the renowned‑brand strategy. As of now, the province’s total number of valid exemption‑from‑inspection products has reached 498, exceeding the target set in the province’s Eleventh Five-Year Plan (400 enterprises) by 24.5% and placing Shandong fourth nationally.

Under this system, products that have consistently met quality standards over the long term, enjoy a high market share, maintain a robust quality assurance system, and have passed three or more consecutive supervisory inspections conducted by quality and technical supervision authorities at or above the provincial level are granted national exemption‑from‑inspection status. Products so designated are exempt from all forms of inspection and oversight—by provincial‑level and lower authorities, across regions, and in various formats—during the validity period of their exemption.
